Report on a Survey of Public Opinion Research and Training in West-Germany, June
– September, 1950
Im Jahre 1950 verfasste der US-amerikanische Kommunikationswissenschaftler Prof.
Oscar Wetherhold Riegel im Auftrag des US-Außenministeriums einen umfangreichen
Analysebericht über die Umfrageinstitute im besetzten Deutschland. Vor der
Publikation von Jörg Beckers Buch „Elisabeth Noelle-Neumann Demoskopin zwischen
NS-Ideologie und Konservatismus“ im Jahre 2013 gab es ein einziges und
öffentlich zugängliches Exemplar dieses Berichtes in der Bibliothek des
Instituts für Kommunikationswissenschaften der Universität Leipzig, ging dort
aber „verloren“. Auf S. 97 schrieb Oscar Wetherhold Riegel unter der
Kapitelüberschrift „Institut fuer Demoskopie“:
„American policy, realistically speaking, has made the whole issue somewhat
obsolete, as the present program is no longer interested in punishing Nazis but
in enlisting Germans in the cold war against the Soviet Union. From the point of
view of the architects of the present policy, Noelle-Neumann should be worth
cultivating.
The doubts regarding Noelle-Neumann's political past have had this practical
result: She was not cleared for an exchange fellowship sponsored by Reactions
Analysis (HICOG) to study American polling techniques. The situation is somewhat
ironical, that one of the leading German pollers, who has a good chance of
dominating the field, is given no American assistance and practically no
American attention. She is, in a fairly complete sense, selfmade, having
developed whatever skill she possesses by trial and error and from books. This
may be healthy for German public opinion research, in the long view, but it does
not seem particularly favorable for an enlargement of American influence or
example in the field of German polling.“
Vor einiger Zeit übersandte Kurt Riegel, der Sohn dieses Autors, eine
vollständige Scankopie des Originaldokumentes. Mit seiner freundlichen
Genehmigung wird hiermit das gesamte Dokument der Öffentlichkeit zur Verfügung
gestellt. Außerdem übersandte er die Scankopie eines Briefes von Elisabeth
Noelle-Neumann, datiert auf den 25.01.1991, in dem sie sich bei Oscar
Wetherhold Riegel für den Bericht über das „Institut fuer Demoskopie“ aus dem
Jahre 1950 bedankte. Dort heißt es u. a.:
„The report you wrote forty years ago is therefore one of the most important
documents for the history of the Allensbach Institute.“
